A group sold armed licenses to people who wanted to be armed-security officers instead of training them as required by Florida law. About 350 guards bought the licenses over several years, but never received any training.
The investigation began when someone noticed that training certificates submitted with applications for licenses were altered using Wite-Out. The same person signed the fraudulent certificates, investigators said.
5 people were arrested, including a police officer. Charges against them include organized scheme to defraud, criminal use of personal identification information, uttering a forged instrument, and forgery .
